It is four lines that move a loss from covered to not covered without saying a single false thing, and all the work is done by one subordinate clause: sea conditions not exceptional for the time of year. Every figure in the report stays true and the owner still does not get paid.

She wrote it for the first time at thirty-seven, in a file belonging to a small shipowner from Heda, one of those surnames you hear on the west coast of Izu from childhood. Nobody asked her for anything and nobody phoned her. That afternoon she saved the paragraph as a template and did not mention it to anyone. She has gone nine years without deleting it and she does not keep count of the times she has used it.
